Poverty and Single Parent Families: A Study of Minimal Subsistence Household Budgets by Trudi J. Renwick, X This book proposes a new approach to setting poverty lines individual family self employed health insurance and estimating poverty rates for single parent families using Basic Needs Budgets that calculate how much single parent families need to live decently. The research finds that in 1996, the before-tax income needed to support the Basic Needs Budget for a single parent in a Northeastern central city employed outside the home was almost twice the official poverty threshold. When these thresholds are used to recalculate the major poverty statistics, the poverty rate of single parent families increases by almost 20%. The poverty rate of families receiving welfare benefits declines slightly, while the poverty rate of full-time workers almost triples. Unlike the official thresholds, the Basic Needs Budgets make allowances for the cost of child care services. The budgets are adjusted to reflect the reduced income needs of families receiving both public non-cash benefits individual family self employed health insurance and child care subsidies.
